Cat Ba is not a dangerous place and most people here are not trying to take your money. What does happen, regularly, is overcharging at the points where a visitor cannot check the going rate: the harbour, the taxi rank, the bus ticket counter and the bar bill. Almost all of it is avoidable if you know four fixed numbers and one rule. We live here, we hear the stories at dinner every week, and this is the honest version.
The four fixed prices worth memorising
These are set, published or standard. If you are quoted something wildly different, something is off.

Children under six do not pay the bay ticket. If somebody charges you for a five-year-old, they are wrong, and you can say so.
Where does it actually go wrong?
1. Booking a bay trip on the street the night before
Agencies on the main strip sell seats on boats they do not run. The trip usually happens; what varies is which boat, how many people are on it, and whether lunch and the bay ticket were included. Ask for the boat’s name and whether the 120,000 VND entrance ticket is in the price. A seller who cannot answer the first question is a middleman.
2. The unmetered taxi
Agree the fare before the door closes, or insist on the meter. A taxi from Cat Ba town to the national park gate is around 350,000 VND. Town to Ben Beo Harbour is a short hop and should be a fraction of that.
3. The harbour negotiation
Ben Beo is a working fishing harbour, not a ferry terminal. There is no ticket window and no posted prices. Arriving with luggage, no Vietnamese and no arrangement is the single most expensive way to reach anywhere in the bay. Every place across the water β including Viet Hai β can arrange the crossing in advance. Use that.
4. The bill that grows at the end
In tourist restaurants on the strip, check whether wet towels, peanuts and tissues on the table are charged. They often are, at a few thousand dong each. It is not a scam so much as a local convention that nobody explains. Ask when you sit down.
5. Seafood sold by weight
Ask for the price per kilo and watch the scale. This is standard practice for Vietnamese customers too β it is not paranoia, it is how the transaction works here.
Things that are not scams, even though they feel like one
- Two prices on a menu. Often small vs large, not local vs foreigner.
- Being asked for cash. Card acceptance is genuinely patchy and card fees are real. Most places that take cards charge around 3%, including us.
- A boat cancelling on you. Since 2025, bad-weather warnings stop boats leaving. That rule exists because people died, and captains follow it. A cancelled crossing is the system working.
- The bay ticket itself. It is a real government fee, not an invention.
The one rule
Arrange the moving parts through whoever you are staying with, and ask them what it should cost before you agree to anything. Accommodation on this island lives on repeat guests and reviews; the person selling you a boat trip on the promenade at 9pm does not. That asymmetry is the whole thing.

Money, practically
- Withdraw cash in Cat Ba town. There is no ATM in Viet Hai Village, and none in most of the smaller settlements.
- Carry small notes. A 500,000 VND note at a fruit stall creates a change problem that costs you more than the fruit.
- Count the zeros. 50,000 and 500,000 look similar in low light and it is the most common honest mistake in both directions.
- USD and EUR are accepted in a lot of places, at a rate that will not be in your favour. VND is better.

Common questions
Is Cat Ba safe?
Yes. Violent crime against visitors is rare, and so is theft. The risks here are the water and the roads, not people.
Should I bargain?
At markets and with informal boats, yes, politely. In restaurants and shops with printed prices, no.
Someone quoted me a price much higher than the one on this page. What now?
Say the number you expected, calmly, and be ready to walk. It usually ends there. If it does not, there is another taxi.
Is it worth pre-booking everything?
The transport, yes β that is where the money leaks. Meals and walking, no.
Are prices going up because of the construction?
In the town centre, yes, and the layout keeps changing. Away from the building sites it has been steady.
