1. The most important point: NOT everyone has to declare

This is where much of the online coverage is misleading. According to official Ministry of Health guidance:

  • Decree 165/2026/ND-CP creates a legal framework for border health declarations, effective July 1, 2026.
  • It is not a blanket, permanent requirement for all passengers at all times. Declarations are only activated when the Minister of Health issues specific instructions β€” for example, in response to an infectious disease outbreak posing a risk to Vietnam.
  • As of this writing (July 2026), no routine health declaration is required for arrivals.

2. When a declaration is required β€” and how it works

If and when the Ministry of Health activates the requirement (for a specific infectious disease), the process is:

  • Timing: submit within 7 days before entering, exiting, or transiting through a Vietnamese border gate.
  • Format: electronically or on paper, using the official form in Appendix V of Decree 165/2026/ND-CP.
  • Contents: personal details, transport information, travel history, and any relevant health symptoms.

3. Vietnam entry checklist 2026

  1. Passport valid for at least 6 months.
