Vietnam Health Declaration From July 1, 2026 — What Travelers Actually Need to Know

Starting July 1, 2026, Vietnam introduced a new legal framework for health screening of travelers entering, exiting, or transiting the country under Decree 165/2026/ND-CP. Many of our guests at Lan Homestay have asked: “Do I need to fill in a health declaration before flying to Vietnam?” This guide summarizes accurate information from Vietnam’s Ministry of Health and official government sources — so you can travel with confidence and enjoy your Cat Ba getaway.

1. The most important point: NOT everyone has to declare

This is where much of the online coverage is misleading. According to official Ministry of Health guidance:

• Decree 165/2026/ND-CP creates a legal framework for border health declarations, effective July 1, 2026.
• It is not a blanket, permanent requirement for all passengers at all times. Declarations are only activated when the Minister of Health issues specific instructions — for example, in response to an infectious disease outbreak posing a risk to Vietnam.
• As of this writing (July 2026), no routine health declaration is required for arrivals.

👉 In short: if you’re planning a trip to Vietnam (and to Cat Ba!), you currently don’t need to submit anything extra — just double-check the latest announcements within 7 days of your flight.

2. When a declaration is required — and how it works

If and when the Ministry of Health activates the requirement (for a specific infectious disease), the process is:

• Timing: submit within 7 days before entering, exiting, or transiting through a Vietnamese border gate.
• Format: electronically or on paper, using the official form in Appendix V of Decree 165/2026/ND-CP.
• Contents: personal details, transport information, travel history, and any relevant health symptoms.
• ⚠️ Stay alert: the Ministry of Health has confirmed it does NOT use the old tokhaiyte.vn website for this new process. The official electronic system is being built and will be announced when activated. Never enter personal data on unofficial websites or paid “declaration assistance” services.

3. Vietnam entry checklist 2026

1. Passport valid for at least 6 months.
2. Visa or visa exemption: citizens of 12 European countries (Netherlands, Switzerland, Czech Republic, Poland, Belgium, and more) enjoy 45-day visa-free entry through 2028; most other nationalities can apply for a 90-day e-visa online.
3. Health declaration: only if activated by the Ministry of Health (see section 2).
4. Return ticket/itinerary and accommodation confirmation — your Lan Homestay booking email works at immigration.

5. FAQ

Do I need a health declaration to enter Vietnam right now (July 2026)?
No. The Ministry of Health has not activated any routine requirement. Declarations only apply when officially announced for a specific disease.

Can I use tokhaiyte.vn?
No. The Ministry of Health confirmed this site is not used under the new rules. Wait for the official system to be announced.

Do children need to declare?
When activated, the rules cover all arriving travelers; parents complete the form on behalf of young children.
